Kentucky Gov. Andy Beshear (D) is ensnared in a legal battle to preserve his emergency Covid-19 powers—including the ability to issue a mask mandate—after the Republican-controlled state legislature passed laws to take away the powers Beshear has held for 11 months, in the latest and among the most significant cases of a governor fighting to retain his emergency powers.
