President Joe Biden’s infrastructure proposals have included billions of dollars to tear down and rebuild urban highways in order to correct historical wrongs.
One proposal for Biden’s infrastructure package, the American Jobs Plan, included $20 billion to “reconnect neighborhoods cut off by historic investments and ensure new projects increase opportunity, advance racial equity and environmental justice, and promote affordable access.” In effect, this would mean tearing down existing highways…
